Minutes of the Regular Meeting of January 27, 2005
- Professor Bill Woolsey, Chair of the Faculty Council, called the meeting to order at 11:00AM in Bond Hall 295.
- Members attending: Professors Trautman, Hoyle, Woolsey, Moody, Lally, Calloway, Hewett, Murray, Preston (for Knapp and Grenier), Politano, McKinney, Wilson (for Davakos), Carter, Niksch, Harbaugh, Andrade, Woo (for Davis), Hurren, and Gustafson.

Veterans Program
An ad hoc committee, chaired by Col. Lake (head of Naval Science), has been formed to study this issue. Academic Board’s concern with reinstating the veteran’s program is that is begins a slippery slope leading to a civilian campus.Stadium update
The BOV appears to be committed to the move to Stoney Field. This entails a long-range fundraising need of an additional $11 million.- Old Business
The mission statement and charter of the newly formed Committee on the Evaluation of Instruction was presented to FC. Prof. Lally described the process. The latest iteration of the committee formed to study SEI consisted of Professors Andrade, Bishop, Foster, Chen, Matthews, Dunlop, and Lally. This group also developed the mission statement and charter.
Prof. Lally moved to accept the mission statement and charter of the Committee on the Evaluation of Instruction. Prof. Murray seconded the motion; the motion carried unanimously. Prof. Woolsey will send the mission statement and charter to Committee on Committees.

- Response to presidential retirement
Prof. Woolsey presented the following resolution:
Faculty Council greatly appreciates the outstanding service of General Grinalds as President of The Citadel, providing principled leadership during the difficult transition toward coeducation. We further appreciate his initiatives to improve the training of the Corps of Cadets with special emphasis on ethics and leadership.
Prof. Trautman moved to accept the resolution and Prof. Politano seconded. Prof. Politano moved to amend the resolution by adding "academics". The motion to amend carried. Prof. Hoyle move to add "open new lines of communication". Prof. Lally seconded. The motion carried unanimously.
The amended resolution as passed reads:
Faculty Council greatly appreciates the outstanding service of General Grinalds as President of The Citadel, opening new lines of communication and providing principled leadership during the difficult transition toward coeducation. We further appreciate his initiatives to improve the training of the Corps of Cadets with special emphasis on academics, ethics and leadership.- Request for faculty representation on presidential search committee
Resolution:
Faculty Council requests that the Board of visitors appoint two members of the faculty to the President Search Committee, with one member nominated by the Faculty Council and the other nominated by the Academic Board. This follows the procedure used for the most recent search.
Prof. Hurren moved to approve the resolution, and Prof. Murray seconded the motion. The motion carried unanimously.
- Stadium issue. Prof. Woolsey highlighted issues related to the stadium.
Prof. Hurren said it may be premature to make a resolution at this point. There was no resolution before FC.
- It will contain some kind of classrooms.
- There is an $11 million difference between renovating Hagood and moving to the Stoney Field location.
- Naming rights - Hagood cannot be renamed, but Stoney Field can.
- The citadel would get the property at no cost.
- Games at Hagood disrupt the neighborhood.
- The Citadel must agree to have community events there.
- Burke HS games and soccer league games are now held at Stoney Field.
- How does this impact other projects – Law Barracks & Capers. It will be built with non-academic funds.
- Prof. Trautman moved that FC should make a resolution for Gen. Mace as was done for Gen. Grinalds. Prof. Hoyle seconded. The resolution will be sent directly to Gen. Mace so as not to detract from the resolution for Gen. Grinalds.
Resolution: Faculty Council thanks Gen. Mace for his fine work as commandant, especially for his work in the assimilation of women in the Corps of Cadets. The motion carried.
- Prof. Lally expressed concern with pedestrian right of way on campus. Cadets appear to be obstructing traffic by walking slowing in the middle of streets. Prof. McKinney made a motion to refer the issue to campus affairs. Prof. Hurren seconded. The motion failed.
Prof. Niksch suggested this was an issue for the Commandant’s office and he will talk with the proper authorities to resolve it.
