1. Prof. Hack Ezell, Chair of the Faculty Council, called the meeting to order at 11:05 a.m.
2. Members attending: Professors Alford, Barrett, Berlingheri, Brannan, Carter, Durgun, Epple, Ezell, Feurtado, Gay, Greenawalt, Hoyle, Hutchisson, Lipovsky, Rushing, Thompson, Toubiana, Wallace, and G. Williams.
Members absent: Professors Koob, Siskind, Watson, and White
3. Minutes. The minutes of the January 14 meeting were accepted as written.
4. Facilities Planning Board. The following faculty members were unanimously elected to serve on the Facilities Planning Board: Professors Dion, Hoyle, and Leverett as members at large, and Professor Greenawalt as liaison from Faculty Council.
5. NCAA Equity and Minority Reports. Prof. Rushing moved, and Prof. Greenawalt seconded, to table the document until the February meeting. The motion carried unanimously.
6. Fall break. Prof. Greenawalt proposed that Faculty Council explore the possibility of a fall break. After much discussion of pros and cons and the feasibility of such a break, Prof. Ezell asked Prof. Greenawalt to chair an ad hoc committee to look at the calendar and develop a proposal. Professors Barrett and Hoyle also agreed to serve on the committee.
7. College regulations on the definition of "faculty". Prof. Ezell reported that the BOV is reviewing and revising College Regulations. They wish faculty input through the Faculty Council regarding the definition of "faculty." Specifically, they want to know if the "faculty" includes adjuncts, part-time/temporaries, and those who hold endowed chairs. Currently, "faculty" is defined as those in full-time tenured or tenure track positions. Discussion took place on the ramifications of expanding the definitions (CDF grants, computers, benefits, and hiring procedures), and the status of ROTC faculty (defined as faculty in the Faculty Manual). Prof. Rushing moved, and Prof. Hutchisson seconded, to reaffirm the current definition of "faculty", pending explanation of the move to change it. The motion carried unanimously.
8. Report from the Chair. Prof. Ezell said that the Faculty Council response to General Order 12 was given to the Vice President. A decision will be made on Monday, January 31.
The Core Curriculum Review report is being discussed at special meetings of the Academic Board. They are dealing with the issue of assessment and discussing recommendations from various components. The issue will come to a vote in about a month, and the document will be returned to the Curriculum Committee.
Prof. Ezell has not heard feedback on Faculty Council's recommendation on the clarification of the decision-making process.
9. Oral Communication Lab. Prof. Ezell reported that the new lab will be funded by income from the Center for International and Regional Development and a grant from a donor who specified that the money should go to such a project. The lab will offer non-credit, continuing education-type courses to business and industry, and will also help students with their communication and presentation skills.
10. Prof. Ezell received a report from Gen. Mace on early PT and sleeping in class. The document includes a status report of the situation at other military schools. Prof. Ezell will respond to Gen. Mace based on Faculty Council's previous discussion, and will verify if early morning PT causes similar problems at these other schools.
11. Charleston area college merger task force. Prof. Ezell said at the Vice President's meeting he questioned whether The Citadel should be pleased about being left out of the discussion. Gen. Poole commented similarly to the President. The President briefed the Academic Board that he would remain informed (via Gen. Grimsley) and would take the road most advantageous to the college. Prof. Ezell reminded the President that the CGPS was in the most danger.
12. Prof. Toubiana presented a letter to Faculty Council from the Modern Languages department protesting the loss of several of their classrooms to the Education department. Modern Languages had no input in the decision and are now dispersed all over campus. Prof. Williams said the Education faculty was not involved in the decision.
Prof. Hutchisson moved, and Prof. Toubiana seconded, the Faculty Council send a memo to the Administration understanding the Modern Languages department's outrage at the unilateral decision to reassign classrooms without justification or rationale and supporting the return of the classrooms, or a comparable situation, next semester. The motion carried with 18 voting yes and 1 abstention.
