MEMORANDUM

AUTHORIZED ENTRY TO AND
USE OF THE CITADEL CAMPUS
1. PURPOSE:
This Memorandum serves as a College Regulation
for persons desiring to enter The Citadel campus or use The Citadel
Facilities. It sets forth specific scheduling requirements and
appropriate attire. The Citadel campus is defined as all grounds,
facilities, buildings, and other real estate property owned, leased,
rented, or otherwise under the control and jurisdiction of The Citadel.
NOTE: A memorandum which covers entry and use of The Citadel
Beach House is published separately.
2. GENERAL:
The Citadel is an institution of higher learning in a military functioning
environment. Any activity detrimental to the academic or military
objectives of the college is expressly prohibited. Violators
of this regulation may be considered as disturbing to the college
under Section 16-17-420 (Disturbing Schools) and / or Section 16-11-630
(Refusing to leave certain public premises during hours when they
are normally closed) of The Code of Laws of South Caroling, 1976,
as amended. Currently enrolled members of the Corps of Cadets,
other students, faculty, staff, campus domiciled residents, contractor
personnel working on campus, public utility and telephone employees,
emergency response agencies, and other personnel specifically authorized
may enter the campus and /or use campus facilities. Such entry
and use is subject to the operational hours of the specific facility
or building involved and other restrictions promulgated by Citadel
memoranda, regulations, rules, or other directives.
3. ENTRY TO CAMPUS:
A) Bona
fide visitors (those entering campus with good intentions and absent
of deception or fraud) are welcome from 0800 a.m.) to 1800 (6:00
p.m.) daily. Visitors under
sixteen years old must be accompanied by an adult, except when juvenile
visitations are coordinated and planned.
B)
Persons desiring to attend on-campus events such as athletic events,
concerts, McAlister Field House public events, chapel activities
and receptions
will be admitted, subject to parking availability, seating capacity,
invitation, and similar restrictions.
C) On-campus
demonstrations, rallies, solicitations, strikes, picketing or other
expressions by groups or individuals must be approved by the President
of the college or the Vice President for Facilities and Engineering
prior to entry on campus. Generally, these type activities
are also covered by other regulations.
D) Persons
on The Citadel campus must be dressed in accordance with commonly
accepted standards. For the purpose of this regulation,
such dress includes shoes and both upper and lower torso apparel.
See-through garments, garments bearing obscene, lewd, or inflammatory
messages, or other apparel designed or intended to detract from
the decorum or a ceremony, gathering, or other campus activity are
expressly prohibited. The observation by school officials
that the wearing of such apparel has caused or contributed to a
disruption, detraction or disturbance on the campus is
sufficient cause for the removal or apprehension of the offending
party.
4. USE
OF FACILITIES AND OTHER CITADEL PROPERTY:
Citadel facilities, buildings
and other properties are to be used only for their intended purpose.
Persons must comply with all regulations, rules,
operating procedures, safety
instructions, and other guidance pertaining to the facility, building
or property use.
5. USE
OF THE CITADEL CAMPUS FOR RECREATIONAL ACTIVITIES:
A) Organized
activities: The Citadel campus is primarily reserved for activities
of the Corps of Cadets. Organized recreational activities,
to include
athletic events, for persons other than members of the Corps of
Cadets are scheduled and coordinated through the respective event
coordinator. Such activities include: Boy Scout encampments,
Summer Camp, Summer Athletic Camps, Special Olympic events and organized
athletic competitions.
B) Unorganized
Activities:
1)
Scheduling:
a) Occasional
unorganized recreational use of The Citadel Campus for jogging,
bicycling and aerobic walking will not be allowed to detract
from or interfere with scheduled campus events. Scheduled
events include, but are not necessarily limited to Parades,
Reviews, Parents Day, Homecoming, Corps Day, Commencement activities,
Fine Arts presentations and Chapel activities (weddings, church
services, pageants, concerts and ceremonies).
b) Participation
in a team sport or individual sport will be scheduled so that
it does not interfere with the use of athletic fields or other
campus areas by members of the Corps of Cadets. The parade
ground will not be used for sports other than intramurals, unless
specific authorization has been obtained through the Office
of the Commandant.
2) Recreational
Attire:
a) Personnel
engaged in occasional and unorganized recreational use of The
Citadel Campus will wear clean and serviceable (in good repair)
attire, to include:
1)
Shoes
2) Shorts,
pants or skirts, as appropriate, which do not reveal undergarments
3) Shirts,
sweatshirts, sweaters or other "tops" which cover at least
the upper chest area
b) Other
Sports: Personnel engaged in team sports will wear the
uniform normally prescribed for that sport. This uniform
will be serviceable and in good repair. It will include:
1) Shoes
2) Shorts, pants or skirt, as appropriate
6. PROHIBITED RECREATIONAL
EQUIPMENT:
Certain types of recreational equipment will not be used on campus
because of limited space, congested roads and sidewalks, and safety
considerations. These include roller blades, skates, skateboards,
two wheeled motor vehicles (mopeds, motorcycles, motor scooters, etc.),
all terrain vehicles (ATV) and "go-carts.
7. ENFORCEMENT:
The provisions of this regulation will be enforced by officers of
the Department of Public Safety, the President, Vice Presidents, building
coordinators, proctors, designated members of the Corps of Cadets,
Director of the Physical Plant, Director of Cadet Activities, department
heads, and the Director of The Citadel Boating Center, each with regard
to buildings, activities, properties, or personnel under their responsibility.
When requested, members of the Department of Public Safety will respond
to assist individuals as necessary.
RECESSION:
The Memorandum rescinds Memorandum #28 AUTHORIZED ENTRY TO AND
USE OF THE CITADEL CAMPUS, dated 20 November 2000
