COMPREHENSIVE STANDARD M7:
           There is a clear and appropriate distinction, in writing and practice, between the policy-making functions of the governing board and the responsibility of the administration and faculty to administer and implement policy.

 

STATEMENT OF COMPLIANCE: The Citadel is in compliance with Comprehensive Standard M5.

 

RATIONALE FOR JUDGMENT OF COMPLIANCE:

Chartered by state law as the governing body of the college, The Citadel's Board of Visitors sets policy primarily by approving the College Regulations, by searching for and appointing the President, and by exercising its fiscal responsibilities. Additionally, however, the Board may also function as the final court of appeal in a handful of judiciary processes, including the application of the Cadet Code of Honor. This statement of rationale is concerned only with the first of these functions of the Board, that is, with its policy-making function, not with its judiciary function.

The distinction in writing between the policy-making functions of The Citadel's Board of Visitors and the administrative functions of The Citadel's administration and faculty is explicit or implicit in each of the following documents:

•  The South Carolina state law establishing The Citadel's Board of Visitors and outlining its responsibilities [Reference 1].

•  College Regulations [Reference 2].

•  The Board of Visitors' "Commitment to Excellence and Ethics" (June 14, 2003) committing the Board as a whole, as well as individual members, to "perform [their] duties responsibly and professionally by . . . understanding that the Board's role is policy making and strategic in nature" [Reference 3].

•  The Citadel. Organization and Function Chart [Reference 4].

•  Table Denoting the Position Descriptions for Administrative Officers and Staff at The Citadel [Reference 5].

•  Faculty Manual [Reference 6].

The distinction in practice is evident in the minutes of the Board of Visitors [Reference 7], of the Academic Board [Reference 8], and of the Faculty Council [Reference 9].
